***  CONCURSO INTERNACIONAL DE POESIA VISUAL - TARRAGONA, ESPAÑA
La Associació d'Amics del Museu d'Història de Tarragona organiza el Concurso Internacional de
Poesía Visual y -simultáneamente- la Primera Convocatoria de Arte Postal, con motivo de apoyar
la candidatura de esta ciudad para formar parte del Patrimonio de la Humanidad de la UNESCO.
BASES:
A/. POESÍA VISUAL.
1. Pueden optar a los premios de poesía visual todos los artistas interesados cualquiera que sea
    su nacionalidad.
2. Cada autor podrá presentar un máximo de tres obras, inéditas. Se deberá especificar con una
    nota el título de la obra. En un sobre -por cada obra- se incluirán el nombre del autor o autora y
    sus señas personales. En el anverso del sobre constará el título de la obra.
3. El formato y la técnica son libres (se admiten trabajos bi y tridimensionales).
4. Temas:  Se establecen dos opciones:
    A. Tarragona: Patrimonio de la Humanidad.
    B. Patrimonio Histórico Universal.
5. Premios:  Primer, segundo y tercer premio en cada uno de los temas. Los premios no pueden
    declararse desiertos. Constarán de una escultura conmemorativa realizada por un artista local.
6. El plazo máximo para la recepción de las obras finalizará el día 22 de Julio de 1999.
7. La decisión del jurado -que será inapelable- se hará pública el día 5 de Agosto de 1999
8. Las obras de poesía visual deberán entregarse en:
MUSEU D'HISTÒRIA DE TARRAGONA - C/ CAVALLERS, 14 - 43002 TARRAGONA - ESPAÑA
9. Con las obras recibidas se realizará en Tarragona una exposición pública. Una vez clausurada
    habrá un margen de qince días para recoger las obras. A los autores que lo soliciten se les
    podrá enviar la obra, con los gastos de embalaje y transporte a su cargo.
10. La participación en este concurso supone la aceptación de las bases. Cualquier imprevisto
    no especificado será resuelto por los organizadores.

1. Las obras de arte postal podrán tener como tema:
    A. Tarragona: Patrimonio de la Humanidad.
    B. Patrimonio Histórico y Universal.

***  INTERNATIONAL COMPETITION OF VISUAL POETRY - TARRAGONA, SPAIN
The Association of Friends of the History Museum in Tarragona is organising an International
Competition of Visual Poetry and together with the First presentation of Postcard Art, with the
motive of giving support to the candidature of this city in order to form part of the "Patrimony
of Humanity of U.N.E.S.C.O."
RULES:
A: VISUAL POETRY.
1. All artists interested in visual poetry can opt for prizes irrelevant of their nationality.
2. Each artist will be able to present a maximum of three unpublished pieces.
    It is necessary to specify on a sealed envelope the title of each piece.
    In a separate envelope - one per piece - with the name of the author and his/her personal
    information included. The name of the work is to be written on the outside of the envelope.
3. The format and the technique of the work is free (two and three dimensional works will be
    admitted.)
4. Themes: There are two options:
    A. Tarragona: Patrimony of Humanity
    B. Historic Universal Patrimony
5. Prizes: First, second and third prize in each one of the two themes
    (The prizes cannot be declared as deserted).
6. The closing date for the reception of works will be July 22 / 1999.
7. The Jury's decision - which is uncontestable - will be made public on August 5, 1999.
8. The Visual Poetry works must be presented at:
   MUSEU D'HISTORIA DE TARRAGONA - C/ CAVALLERS, 14 - 43080 TARRAGONA - SPAIN
9. An exhibition of Visual Poetry will be shown in Tarragona. Once over there will be a margin of
    ten days to collect the pieces. These can be sent on request if the author pays transport.
10. The participation in this competition requires the acceptation of the rules. Anything not
    specified arising will be resolved by the organisation.

1. The works of postcard art will have as themes:

opression! To remember this i was one month in Santiago to Chile to prepare Crosses of
The Earth - Homage To Indigenous People! It will be exhibited in January 2000 to inaugurate
the third millenium and it will be part of en International Encounter of Art and Indigenous
Culture organized by the National Coordination of Indigenous People (CONACIN) in Chile!

The objetive of my project is to interconnect the mail art networking with the indigenous

cultures of the region Los Andes, symbol of the indigenous civilization of the Tawantinsuyu
before the year 1492 !

ARGENTINA, se realizara la Segunda Exhibicion Internacional de Estampillas de Artistas
a realizarse en el Correo Argentino, Sede Central. Tan pronto tenga esa respuesta, sera
enviada las bases para esta nueva convocatoria, conmemorando asi el Dia del Artista
Correo en la Argentina.

Department and Philately Department of Correo Argentino. As soon as I receive a

GALERIE D'ART CONTEMPORAIN DU COLLEGE J.CARTIER, CHAUNY, FRANCE 1/2OOO
As we approach the 21 th century ,those in charge of the Contemporary Art Gallery at Jacques
Cartier College are preparing a large scale event: It will bring together 2000 WORKS OF ART
( Mail Art, paintings,  drawings, photograhs, computer graphics, Installation's photographs…)
FROM 2000 ARTISTS, ALL OVER THE WORLD.
The main objective of this experimental exhibit is educational. The responsibility of it’s running
rests on the close partnership  between the Regional Direction of Contemporary Art (DRAC) a
regional fund (FRAC PICARDIE) and other official authorities. This is now our 21st public
exhibition and an ever increasing number of people are able to observe a great diversity of
contemporary arts. The year 2000 project will be a significant realisation of them all.
Many artists are already interested  in the event and we would be very happy to count you in;
the number of works is what gives this event it’s significance. We will be making a plaque to
record the names of all participating artists and a large publicity campaign will be launched
at all media levels.
The campaign will be advertised; in the press ( e.g. Art Press, Beaux Arts ), by the means of
different contemporary art associations, by the Internet and by word of mouth.
The various funding partners of the event are:  DRAC PICARDIE (the Culture ministary),
La Poste, the County Council of Aisne, the Town Council of Chauny and the Cultural and
Educational Department of Amiens. Enclosed is an action plan of the event.This of course
can be photocopied and offered to your colleagues. You may send us your work straight away.
We want to demonstrate the richness of Contemporary Art accross the various forms of media
and questionings. Your practical is résolutely contemporary, we would be happy to count you in.

1) PEACE IN KOSOVO, AT LAST A PEACE (KEEPING) FUL  SOLUTION?
I am very happy that many mail-artists joined   the STOP BOMBING YUGOSLAVIA action.
I think in this way we have supported many artists who live/lived in difficult situations / totalitarian
regimes. Last week , i got an e-mailmessage from Vesna Milicevic from Belgrade.
(In the weeks therefor,i got  a letter from Dobrica Kamperelic. I hope Dobrica & his  family are
safe now). She (and i think all Yugoslav mail-artists) are very happy that the NATO stopped the
bombings. I hope the Serbian & UCK army will "respect" the peacekeeping  (KFOR and Russian)
forces to help Kosovo back on the right track...... and hopefully they will try again to live together
with mutual respect.
A lot of damage has been done to infrastructure (hospitals,schools,energyplants,bridges...) and
especially to the memory/conscience of many people.I hope we can rebuild everything (see the
report of UNEP)
I hope the Kosovo and Serbian people (and we all) can live with the scars, and  i hope the
graves and atrocities and landmines of both sides will be noticed and the responsible people
(the paramilitarygroups) will be punished.
I guess "respect" is the word   here, to live together in this multicultural world.
In this "spirit" Guido Vermeulen, Florence Libotte, my wife Annina Van Sebroeck and myself
continue the children' workshops next months in various areas of Brussels.

2) URGENT MAIL-ART CALL from GUIDO VERMEULEN
Some weeks ago Guido received a phone call from an elderly lady: Adriana Cozzolini who lives
in Italy (she's French Italian) to help her to organise and spread around her first mail-artproject
around the theme of the SWALLOW. Guido will act as curator and Annina Van Sebroeck and
myself will probably join him to travel to Baiardo (San Remo) to  help him with the show and we
hope to contact mail-artists and networkers in the area. So this message is a kind invitation to
participate rather  QUICKLY  at the Swallow project.

I did not issue a mail art call for snails and turtles! I will not send documentation,
this is not my call. I really don't understand the nature of jokes like this.....please do not send

ARTOARTE el fanzine en torno a lo visual organiza la exposición internacional de arte postal
(o arte correo) COMBUSTION ESPONTANEA, con la participación de 89 artistas postales de

Escogimos el tema de COMBUSTION ESPONTANEA porque nos pareció sugerente.
La COMBUSTION ESPONTANEA es un fenómeno misterioso, quizás uno de los más
espeluznantes misterios en el mundo, por el cual una persona rompe en llamas sin ninguna
razón aparente. El fuego quema a alta temperatura y es totalmente localizado. Involucra la
total consumación y convierte al individuo en un montón de ceniza. Destruye casi todo el cuerpo
pero no daña objetos ni muebles que se encuentran cercanos al cuerpo dejándolos relativamente
intactos. La ropa de la víctima se encuentra frecuentemente intacta, y las temperaturas de la
combustión son extremadamente altas.
Nos pareció que los artistas postales podrían dar su propia versión de los hechos. La idea de esta
muestra es insertar al PERU en el circuito de Arte Postal, el cual tiene años funcionando a nivel
mundial y que ofrece a los artistas la posibilidad de trabajar y relacionarse a un nivel distinto al
galerístico y mostrar su propuesta visual fuera del país. Los trabajos de esta muestra no serán
devueltos, pasarán a formar parte del archivo de Arte Postal-PERU que formará ARTOARTE.
La muestra se llevará a cabo en el Centro Cultural LA NOCHE de Barranco
(Bolognesi 307, Barranco).  Inaugurará el lunes 21 de Junio a las 8:00 p.m. y permanecerá
abierta hasta el 24 de Julio.      Gracias por la difusión / publicación de esta nota.

***  NATIONAL CENTRE FOR CONTEMPORARY ART - RUSSIA
The National Centre for Contemporary Art was founded by the Ministry of Culture of the Russian
Federation in 1992 as an exhibition promotion and scientific research facility, which has a primary
focus on the formation and realization of projects and programs in the field of contemporary fine
art, photography, architecture and design, domestically as well as abroad.
The Centre's activities are directed at the development of national contemporary art culture in the
context of the world's artistic process.
~ BRANCHES
In 1995, a St. Petersburg branch was created, which focuses on exhibition-related activities and
the development and realization of educational programs for training curators of exhibitions. In 1997
two new branches of the Centre began to exist - in Nizhny Novgorod and in Kaliningrad. The branch
in Nizhny Novgorod, besides its work with up-to-date art, devotes special attention to contemporary
architecture and popular visual arts. The Kaliningrad branch specializes in graphic art, visual and
sound poetry. There are proposals to develop more branches in other Russian cities.
~ SCIENTIFIC AND INFORMATIONAL COMPLEX
The scientific and informational section of the Centre conducts work in the following sectors: the
coordination of the development of contemporary art theories; the preparation and realization of
research projects about the history of the national culture in the 20th century; the accumulation
and dissemination of information about the life of the current artist; the creation of computer
databases with different aspects of contemporary art processes in Russia; the formation of
resources for slide and video technology; the organization of scientific conferences and seminars;
lectures and published works; and finally the creation of the Centre's library on contemporary art.
~ THE MUSEUM
One of the Centre's main missions is the creation of the Museum of Contemporary Art and
the formation of its collection. Works of national and international artists will be in the collection,
which will reflect tendencies of contemporary art from recent years. The collection will exhibit
various forms of contemporary art, from traditional painting, graphics, and sculpture, to video,
installations, interactive forms and creations made with advanced technology. One form of
presentation will be video- and photo-documentation of performances and activities.
~ THE ARTOTHEK
The Moscow Artothek, created by the Centre in 1996, serves the goal of popularization of
contemporary art by making artwork available, for temporary use, to various organizations and private
individuals. The collection of the Artothek is comprised from the works of Russian as well as foreign
artists and reflects the various movements within contemporary art. The collection includes paintings,
graphics, photographs, sculptures, and objects of art created in the '80s and '90s. The organization
of the Moscow Artothek was influenced by the Berlin Artothek. The latter gave the Moscow Artothek
more than seventy works of German artists, including Gunther Ucker, Rainer Petting, Thomas
Hornemann, and others.
~ NATIONAL CENTRE FOR CONTEMPORARY ART (KALININGRAD BRANCH)
The Kaliningrad Branch of the National Centre for Contemporary Art (NCCA) was established by
the Ministry of Culture of the Russian Federation in 1997 as a museum and exhibition, as well
as a scientific- research institution. The main objective of the Branch is to develop and realize
projects and programs within contemporary arts in the western Russia's enclave and outside its
borders. The activity of the Kaliningrad Branch of the NCCA is aimed at the development of the
contemporary culture within the frameworks of the worldwide artistic process. Thus, a special
position is given to the presentation in Russia of various arts trends and constituents of the
International Network Culture (INC).
~ ACTIVITY
The Branch organizes exhibitions of contemporary arts. Alongside with the representation of
works of Russian and foreign artists, the Branch pays special attention to the popularization
of the latest network concepts, strategies and technologies (among them - noism, art-strike,
plagiarism, tourism, art-congress, telenetlink, incongruous meetings and others).
The Branch organizes and holds thematic communication marathons (e-mail, fax-conferences etc.),
where artists from different countries discuss general and specific issues of contemporary artistic
culture. The Branch carries out research in various aspects of the theory and practice of the actual
arts. The major trend in the Branch's research activity is the visual, sonorous and action components
of contemporary experimental poetry, general theory of the parallel communication networks and the
popularization of these subjects in Russia.
The Branch develops and realizes programs aimed at the popularization of the contemporary arts,
and also tackles educational issues. Creation and maintenance of horizontal links with analogous
foreign institutions, field interaction form the basis of the information strategies of the Branch.
The Branch carries out expert examination of artistic projects and works of contemporary fine arts.
The Branch makes up the database representing the contemporary artistic situation of the
International Network Culture. Alongside with the all communication coordinates of the network
partners, archives, various arts institutions, the database offers the sci-art-presentation of the
biographic information of more than two hundred artists and poets from Russia and other countries.
The Branch carries out publishing activity. Besides the standard publishing provision for solo and
group exhibitions, the Branch places special emphasis on the accumulation and distribution of
information on various aspects of the contemporary artistic process both in Russia and abroad.
The Branch coordinates participation of the representatives of Russian non-traditional literature in
various international exhibition and art-festival network programs in the field of contemporary
experimental poetry (video-visual, sonorous, and action trends).
The Branch completes the following collections:
a) Eccentred Art Archives (visual poetry, copy-art, rubber-, stamp-art, fax-art, computer graphics,
photo etc.). The collection comprises of more than 1300 works of one hundred and fifty authors
from 22 countries (1980s-90s) working in various fields of the contemporary experimental poetry.
Among the authors are the following: Carlo Belloli, Augusto and Haroldo de Campos, Bob Cobbing,
John Furnivall, Heinz Gappmayr, Ilse and Pierre Garnier, Dick Higgins, Franz Mon, and others.
b) Audio-archives (contemporary sound poetry, radio-art, phonetic minimalism, and also historical
and archives recordings - futuristic recitations, zaum, lettrism, onomatopoetry). Among the
contemporary authors are: Carlfriedrich Claus, Henri Chopin, Bernard Heidsieck, Arrigo Lora-Totino,
Josef Anton Riedl, and others. Among the archive recordings are the works of F.T.Marinetti,
K.Schwitters, G.Balla, R.Hausmann, F.Dufrene, I.Zdanevic, and other authors.
c) The Russian Folk Noism Library (more than 500 titles of contemporary art works, artist's books,
small press, collaboration book projects, assemblings etc.), the expositional collection of which
includes books on various trends of the contemporary experimental poetry of the recent decades.
d) The collection of works of domestic and foreign authors. The basis of the collection is formed
by the artistic photography, graphic works and works, created in unique and artists' techniques.
Among the authors are the following: Valery Orlov, Nicolay Andrievich, Boris Saveliev,
Oleg Kudryashov, Mikhail Roginsky, Valery Bugrov, Eduard Shteinberg and others.

ACCION URGENTE DE MAIL ART + GLOBAL ORGANIZATION OF MAIL ARTISTS
 
***  OPEN LETTER FROM  AU MA+Gom@
Nine months before its foundation AU MA+Gom@ have confirmed the tendency to move in an
strictly artistic sphere with  social-politic themes. Two conflicts in the politic scene in the world
and a particular case in the artistic circles ended up defining our structures, using the mail and
the e-mail as a media. In this period of time a very illustrative cycle of the tendency of the group
has been completed. On the one hand, the defense without palliatives of the Universal Declaration
of the Human rights and, on the other hand, the clear certainty that we are a group of mail artists
with a single flag, the one of solidarity. Our better instrument to express it is our creativity and
imagination and the strict will to make prevail the ideas over the force. The dictatorship represented
by Augusto Pinochet and the war in Yugoslavia, has been the motors that have started ours activism
for the cause of peace and against all type of totalitarianism. This activity has been developed, in
the diverse circuits of mail-art, before the sufferings that our companions, directly affected by the
conflicts, transmitted to us.
The case of the artists Humberto Nilo, Eduardo Díaz Espinoza, Guillermo Deisler, etc. was sufficient
references to don't lose the north of which the mail art represents and in what scope and direction
we want to move.
The Yugoslav mail-artists also asked for of us the denunciation of the bombings of NATO.
Conscious that one was a global problem, we at the same time contemplated to the suffering of
Serbs and Kosovarians.
The absence of hierarchies within the group has allowed that the decisions were absolutely
democratic from different parts from the world with the help of the electronic mail. Therefore, all the
positions were canalized in a natural way based on the joint voice of the group, without losing the
intrinsic diversity.
This has allowed the union of the group, in spite of the delicate of the treated subjects.
The group has been able to canalize two calls with the property Urgent Action An exhibition in
support of the companion mail-artist Humberto Nilo, who is going away to prolong by almost two
years in Europe and America; and a conceptual action in solidarity with Yugoslavia that, little by
little, in a spontaneous way, is being translated in a real work exhibition of mail-artists worried
about the tragic evolution of the conflict.
Our aspiration is to canalize the potential torrent of force that drift of the powerful network of postal
art and -of democratic way to denounce the constant violations of the human rights, to influence
actively and positively in the world-wide opinion.
We are mail artists, we know our limitations, but also we know about our immense force when we
worked jointly, side by side, in the media that unite and represent to us: Mail-Art.

***  CARTA ABIERTA DE  AU MA+Gom@
A los nueve meses de su gestación, el colectivo AU MA+Gom@, ha confirmado su tendencia
a moverse en un ámbito estrictamente artístico pero con contenidos sociales.
Dos conflictos en la escena política mundial y un caso particular en el mundo de las artes han
acabado por definir su estructura y operatividad, teniendo como medio de transmisión tanto el
correo postal ordinario como el correo electrónico.
En este periodo de tiempo se ha completado un ciclo muy ilustrativo de la tendencia del colectivo.
Por un lado, la defensa sin paliativos de la Declaración Universal de los Derechos Humanos y,
por otro, la nítida certeza de que somos un colectivo de mail artistas con una sola bandera, la de
la solidaridad.
Nuestro mejor instrumento para expresarla es nuestra creatividad e imaginación y la férrea voluntad
de hacer prevalecer las ideas por encima de la fuerza.
La dictadura representada en la persona Augusto Pinochet y la guerra en Yugoslavia, han sido los
motores que han puesto en marcha nuestra activismo en favor de la Paz y contra todo tipo de
totalitarismos.
Esta actividad se ha desarrollado, en los diversos circuitos del mail-art, ante los sufrimientos que
nuestros compañeros, directamente afectados por los conflictos, nos transmitían.
El caso de los artistas Humberto Nilo, Eduardo Díaz Espinoza, Guillermo Deisler, etc. fueron
referencias suficientes para no perder el norte de lo que el mail art representa y en qué ámbito
y dirección queremos movernos.
Los mail-artistas yugoslavos también solicitaron de nosotros la denuncia de los bombardeos
de la OTAN.
Conscientes de que se trataba de un problema global, contemplamos el sufrimiento de serbios
y kosovares al mismo tiempo.  La ausencias de jerarquías dentro del colectivo, ha permitido que
las decisiones fueran absolutamente democráticas y asamblearias desde diferentes partes del
mundo apoyándonos en el correo electrónico. Por lo tanto, todas las posturas se canalizaban de
manera natural en función de la voz conjunta del colectivo, sin perder su intrínseca diversidad.
Esto ha permitido la unidad del grupo, a pesar de los delicado de los temas tratados.
El colectivo ha sido capaz de canalizar dos convocatorias con la propiedad de"Acción Urgente": 
Una exposición en apoyo del compañero mail-artista Humberto Nilo, que se va a prolongar durante
casi dos años en Europa y América; y una acción solidaria y conceptual sobre Yugoslavia que,
poco a poco, de manera espontánea, se está traduciendo en una exposición real de obras de
mail-artistas preocupados por la trágica evolución del conflicto.
Nuestra aspiración es canalizar el torrente de fuerza potencial que se deriva de la poderosa red
de arte postal y -de manera democrática- denunciar la constante violación de los derechos
humanos, para influir activa y positivamente en la opinión mundial.
Somos mail artistas, sabemos nuestras limitaciones, pero también sabemos de nuestra
inmensa fuerza cuando trabajamos conjuntamente, codo con codo, en el medio que mejor
nos une y representa: el Mail-Art.
